Learn About Senior Executive Service (SES)Learn About Senior Executive Service (SES)The Senior Executive Service consists of federal employees who report directly to Presidential appointees. These leaders are the link between the politics and administration of the US federal government. How the SES Began The SES was created by the Civil Service neuordnung Act of 1978. The idea was to foster responsiveness, accountability, and quality in the upper levels of the federal workforce. Because these executives would be deemed qualified, they could be held accountable for their agencies performance. Today, around 75 agencies have SES positions. What Members Do As most of the SES members are career government employees, they bring insight into the working of the federal government that many Presidential appointees do not have. A political appointee must rely on the expertise of top managers to carry out the statutory functions of the agency as well as inform the appointee about what i s and is not possible for the agency to do within its legal authority, no matter what a particular President might want to be done. When a new President takes office, the President must try to turn campaign promises into governing achievements. What many candidates often neglect is what the federal government is authorized to do. Laws can change, but the President needs the Congress to change laws. SES members have the unfortunate task of delivering the news that what a President wants to do is not allowed by federal law. The Presidential appointee will then ask how the federal law needs to change to carry out the Presidents wishes. OPMs Role TheUS Office of Personnel Managementoversees the SES. As agencies have become used to the SES, OPM has taken on more of a leadership role rather than a regulatory role. OPM staff sees their role as consultants helping agencies recruit and select executives. OPMcreates Qualifications Review Boards to determine whether individuals have what i t takes to be federal executives. QRBs are composed of current SES members who volunteer to serve. It makes current SES members responsible for the future of the SES. Agencies are free to select their executives from those applicants who pass muster with a QRB. Getting Into the SES When QRB members deliberate the qualifications of an individual, they use the Executive Core Qualifications. Each ECQ encompasses several aspects of executive leadership that OPM deems necessary for an SES member. The five ECQs are the following Leading Change An executive must be able to establish an organizational vorstellung and implement it.Leading People An executive leads people to accomplish the organizations vision, mission and goals.Results Driven An organization achieves goals and meets customers expectations through the application of technical knowledge, problem-solving and risk management.Business Acumen An executive manages resources strategically.Building Coalitions An executive builds coalitions with government agencies, non-profits, and other stakeholders to achieve common goals. Approval from a QRB does not guarantee placement in an SES position. Approval is a requirement to be considered for an SES position. Like other civil service jobs with the federal government, SES positions are posted onUSAJobs, the federal governments online job portal. Individuals can apply for an SESvacancy, and they can be considered by the QRB if the agency wants to pursue hiring them. Individuals can also apply for the Federal Candidate Development Program through USAJobs. This one-year training program prepares current federal employees at the GS-15 pay grade to fill SES positions in the future. Candidates with comparable experience are considered. QRB approval is still required for those who complete the program. Individuals who complete the program can be placed in SES positions without further competition.

The landline in 1876, along with the telegraph a few decades earlier, revolutionized communications, leading leap by leap to the powerful computers tucked snugly in our pockets and purses today. And in the process, living standards exploded, with inflation-adjusted gewerkschaft der polizei surging from US$1,200 per person in 1870 to more than $10,000 today.What follows are a few facts I like to share w ith my students, as well as several others that you might not be aware of about how the phone has reshaped our lives and continues to do so.Watson I want to landsee youOne of the reasons I use the telephone in my lectures is because inventor Alexander Graham Bell actually created his phone and made the first call while a professor at Boston University, where I teach economics.But thats not the end of the story. Controversy continues over who actually invented the phone first. While Bell won the series of court battles over the first patent, some historians still give credit to Elisha Gray or Antonio Meucci, both of whom had been working on similar devices.The first telephone call happened on March 10, 1876, a few days after the Scottish-born inventor received a patent for the device. After he accidentally spilled battery acid on himself, Bell called for his assistant with the famous phrase Mr. Watson, come here I want to see youIn fact, in 2002, the U.S. Congress acknowledged Meu ccis role in the invention of the telephone though it didnt give him sole credit.Number of connected telephonesPhones started out as novelty items shown just to kings and queens.Today, they are something almost everyone carries with them, even the homeless.In 1914, at the start of World War I, there were 10 people for every working telephone in the U.S. By the end of World War II in 1945, there were five people for every working phone.The technology passed a key milestone in 1998, when there was one phone for every man, woman and child in the U.S.As of 2017, there were 455 million telephone numbers for the United States 325 million residents, or 1.4 per person. About three-quarters of those numbers were tied to mobile phones, a little over 10 percent were for old-fashioned landlines, and the rest were for internet-enabled phones.This Trimline phone came out in December 1986.Wikimedia Commons, CC BYPeople used to rent their phonesIt may sound odd today, but until the early 1980s man y consumers had to rent their phones from ATT.Until then, the company had a monopoly over most of the U.S. phone system. And in many states, ATT would only rent phones to customers. In the early 1980s, the rental fee was $1.50 to about $5 per month depending on the type of phone.That changed in 1983, when the U.S. government ended ATTs monopoly. Consumers in all parts of the country suddenly had the option to buy their own phone. At the time, the price for the most basic black rotary dial phone was $19.95, or a bit over $50 in todays dollars.The fanciest Trimline phone with push-buttons, instead of a rotary dial was sold for about $55, which is just under $150 today.Plummeting costsOne reason phones have become so indispensable for communicating is that the cost keeps dropping to make calls.Making a coast-to-coast phone call a century ago was very expensive. Back in 1915, a three-minute daytime phone call from New York City to San Francisco cost $20.70. Adjusted for inflation, that means the rather abrupt call cost more than $500 in todays money.Over the next half-century, prices fell drastically, although it was still rather pricey. In 1968, the same three-minute call cost $1.70 or about $12 today. Thats why, when I was dating the woman who became my wife, we primarily spoke at night when phone calls were much cheaper to save a little money.Today, almost no one thinks about the price of a single cross-country call or tries to keep conversations short to save money. Phone call prices plummeted after the breakup of the U.S. telephone monopoly in the 1980s. And the invention of technologies like voice over IP popularized by Skype pushed prices down even further.Prices have gotten so low that the Federal Communications Commission stopped tracking the cost of long-distance calls in 2006. After decades of recording phone call costs it reported the average long-distance call in 2006 cost just 6 cents per minute. Since most people dont pay by the minute anymore an extra minute of talking on the phone today is effectively free.Theres a dark side to cheap calls, however. Robocalls are now constantly spamming Americans. The same reduction in price makes it easy for con artists to ring millions of phone numbers looking for someone gullible enough to believe their pitches.Phone demographicsIt gets a bit more interesting when you look at what types of phones households still use. There has been a dramatic shift in the last few years from landlines to cellphones, with a surprising connection to our well-being.In 2018, a government survey found that almost 55 percent of households use cellphones exclusively, up from less than 10 percent in 2005. Another 36 percent have both a mobile phone and a working landline. Just over 5 percent of those surveyed said they relied entirely on a landline, compared with over a third of households in 2005. The remaining 3 percent said they didnt have a phone.So who are those people who still only use landlines?Sinc e its the Centers for Disease Control and Prevention that actually conducts this survey, we know a little more about those 5 percent. As you might expect, they are primarily elderly people and they tend to own their homes. In contrast, households that have only mobile phones are more likely to be made up of young people who are renting. Theyre also more likely to be poor and live in the Northeast.In terms of well-being, the CDC notes that the adults in wireless homes are more likely to be healthier and get plenty of exercise than those with only landlines. Conversely, they are also substantially more likely to have had at least one heavy drinking day in the past year and more apt to be a current smoker.Phones have reshaped our lives. The next time you pull out your phone, spend a minute pondering what your life and the world would be like if the phone hadnt been created.Jay L. Sometimes it takes someone with an outside perspective to help you see that you may be frustrated in pursuing a goal notlage because you cant reach it, but because its not the right one in the first place.In the case of Laura Warren, the right job turns out not to be the mid-level marketing positions she welches pursuing in a $230 billion cosmetics industry dominated by Estee Lauder and LOreal, against which she competed as an independent. The right job comes out of charity and community work, a path that feels to zu sichbei like advocating for important causes and looks to a career counselor like the background and contacts of a successful lobbyist or political operative.Chasing the wrong job welches more a matter of momentum and reluctance to take advantage of friends than it was a conscious career decision. After nine years of fighting for and running herbei own color-cosmetics business, Warren knew she needed a job, so she went after one in the industry in which shed most recently worked.Unfortunately, all her experience in cosmetics was in working for herself, not for companies among whom, she said, a 57-year-old woman isnt the most sought-after commodity.Everything is fine in e-mail or on the phone until I go to the interview, said Warren of her job search and inability to get past what appeared to be the refusal of industry recruiters or hiring managers to consider a candidate who is older than the one they might have expected.If the interviewer is someone younger than I am, 38 or 40 maybe, then its an issue, she said. If theyre younger than that, they just have no time for you. They seem to be following a formula, and if you dont fit, its hard to talk your way through that barrier. Theyre not interested in a history of success as much as th ey are a profile.But was it really her age that was working against her? Or did the problem lie in the way she was marketing herself and to whom?Warren agreed to be interviewed for a story on Ladders.com about age discrimination and how to get around barriers like the ones she faced. She also agreed to talk to a career coach about alternative approaches that might be effective.The problem Warren was running into according to Josh Klenoff, leading career coach for Ladders and president of JKCoaching.com was that she was not only applying for jobs that were too low-level for her skills, she was ignoring her greatest strengths and assets to interview for jobs that werent half as important as the work she did on a volunteer basis.She had a great deal of energy that was wildly diffused, Klenoff said of their initial one-hour phone conversation. My job was to help focus that energy. We took inventory of the elements of her past or skills that would help her to thrive, adapted those to what she might think would be her ideal job, and focused her on how to land that job. Friends in High PlacesOne stumbling block was the limited range of contacts with whom Warren was networking. She was talking to recruiters and colleagues in the cosmetics business but had not even approached friends and colleagues she made doing political or business-development or charity work.Warren is a member of the board of governors of the Los Angeles Economic Development Council, for example, a Southern California lobbying and business-development group whose executive committee and board of governors include senior executives from Time Warner Wachovia Bank of America Sony Pictures and some of the largest, most powerful entertainment, transportation, real estate, manufacturing and other businesses in Southern California.Its reports focus on the performance of California businesses recommendations for changes on regulatory, business or political issues and forecasts of economic performance ar e often among the earliest hints that big economic changes are about to take place.It compares to a local Chamber of Commerce the way Simba the Lion King compares to a house cat.LAEDCs membership page quotes Warren as saying the group is one of the most powerful catalysts within the business and economic development community today. The LAEDC is instrumental in effecting positive change that benefits residents and businesses throughout LA County.Warren has been an active member for years, spending tremendous amounts of her own time working on committees, reports and issues she considered important to the business and political climates of Southern California.When industry trade group the Cosmetic, Toiletry and Fragrance Association needed a contact in the California legislature to raise objections to legislation that was going to be very bad for the cosmetics industry in California, Warren said, they called her. I was a member of CTFA, but I also knew all these other people. I gave them a name to call, who was a friend sitting in the legislature, and I called her and said I want you to be nice to these people. It worked out very well, she said.Though shes the only cosmetics-industry executive on the board, her contacts and experience go far beyond cosmetics. She has deep expertise and tremendous contacts in the international shipping industry, in entertainment, and at the high end of the art world.She began her professional career in the shipping business in the Port of Los Angeles a family tradition in which she was the third generation. She started in geschftszimmer work, helping to establish the first West Coast headquarters of Evergreen Marine Corp., the Chinese shipping company that became a giant of Pacific shipping by moving heavily into container ships while U.S. shippers were shackled by fuel costs during the oil crisis of the mid-1970s.She is still proud of her membership in the International Longshore and Warehouse Union (ILWU), in which she rose through the docks hierarchy, managing the schedules and paperwork involved in loading the huge ships and eventually heading the maritime claims group responsible for making good when a rogue wave or loose tarp left cargo water damaged or lost at sea.I loved working with the Chinese and people from all over the Far East, Warren said. I picked up Mandarin after a while. The Chinese are fascinating theyre all about results. We got along very well.Where she didnt get along was with the culture of the docks that, even in 1994, made it impossible for a woman to be seriously considered as vessel superintendent, the staffer who coordinates the movement of cargo on and off ships. It was the only role in vessel operations missing from her resume, and she didnt like the limitation.She learned to negotiate in the rough conditions and multiple languages of the maritime industry, in which management and the unions might be at each others throats over an issue, and sometimes might be unable to un derstand each other because of language or cultural barriers. After negotiations were settled, though, everyone still had to work together.Thats where I learned my technique for negotiating, which my friends refer to as pouring tea, Warren said. You pour tea and remain calm and polite and just keep talking. Its diplomacy.She learned how to negotiate more softly, with celebrities, wealthy benefactors and art collectors, after shifting into the high-end art world to support her then-husband, a well-regarded painter of the Taos school. She took a relatively low-level job at the Biltmore Galleries, a top-end art gallery founded in Los Angeles by artists including famed Western painter Charles M. Russell, but was quickly promoted to executive director, the No. 2 position.The job required discretion celebrities and wealthy clients dont like to be gossiped about a rich understanding of not only the art, but the rapidly changing market for it, and tremendous tact to deal with both client s and artists of unpredictable mien.I handled all the live artists because the owners loved the dead ones, she said. They loved them because they were dead.Though she doesnt talk about them without pressure and doesnt name them at all, the people she works with on charity projects, economic-development projects and groups like the LAEDC make up a contact network that covers most of the rich and powerful in Southern California.I never looked at my network for myself, Warren said, a little wonderingly, a day after her conference with Klenoff. I always looked at it for trade academies, for the Port of Los Angeles, problems with the community. I dont hesitate to advocate if the issue makes sense. But I never really looked at it for myself. I just didnt really think to do that.From Beggar to MarketerThe issue is one of perception, Klenoff said. Even accomplished people feel as if theyre going hat-in-hand to ask for handouts if they have to ask powerful, wealthy or well-connected friends for help.Theyll say I feel like Im asking for favors, Klenoff said. Its a beggar mindset. Thats not a powerful place to be coming from. The alternative is a marketing mindset. You see yourself as a product and you can see that anyone who can get that product to the customer who values it the employer will also get a value out of it.After realizing the untapped power of her network, Klenoff and Warren reviewed her other strengths and decided her ability to politely collar politicians, friends and business contacts to talk about issues she thought was important is more than just a personal strength.We talked about lobbying as a career, and its just a natural fit, Warren said. Im a natural-born advocate if something makes sense to me. I have a very sound background in maritime - not only ocean but air and rail - as well as entertainment and cosmetics and other international business.Maritime transport and entertainment are very hard-pressed in this state. Growth, taxes, business-u nfriendly environments and other states that are enticing businesses away from California, were competing with other states for port development, Warren said, listing a few of her hot-button issues. There is a lot of critical legislation up for discussion, and I understand business, and Im used to working with politicians I know how they work.This change in perspective put her on a completely different playing field, Klenoff said. When we first got on the call, she was unclear on her next steps. Its not at all uncommon, and people can spend a year in that place. Now she has a path at her feet she can just walk on and its one in which she can use her wellspring of resources, her knowledge, her intuition. So creating a new metaphor for herself was helpful. It was a quantum leap in progress for her.It only took one phone call to get started on the new course, Warren said. She phoned a close friend and contact who is active in Southern California business and politics, and whose husband is a player in judicial circles.They understood immediately that I was talking about myself, she noted. She said, Yes, darling. Come over Sunday and well talk, well make sure some doors open for you. Theyre thrilled I came to this realization because they know I can do it. I just didnt know it was OK to ask. Im amazed.
